Dilly is writing about the start of fourth grade in a spirited journal she is keeping for class. The pencil drawings add to her excitement as she candidly introduces her classmates and teachers, commenting on who has changed over the summer (Kate has little boobies now and her hair got blonder) and who hasn't (most of the teachers). Dilly decides to run for class president against a new kid from Wisconsin and pulls out all the stops to win the election by making campaign promises such as no more homework and shorter school days. She comes out on top, but she loses her friends as the office goes to her head. Copeland demonstrates the legislative process of creating and passing laws as Dilly learns that being president is not as much fun as she had thought. When she accidentally reads Titus's journal, she realizes that it has been hard being the new kid and she works with him in turning some of her wild promises into workable compromises.
